From Takeoff, go to File >>Options >> Picture View...
Picture View controls how the takeoff item picture displays in the Picture view. When you select Picture View the “Picture Option” window displays.
Shrink to Fit: If the Picture view is small, the item picture may be cut off. If Shrink to Fit is marked, the picture is automatically sized to fit in the Picture view, no matter how small it is. Figure 1 shows two examples of a very small Picture view, with the left side representing an item picture shown when Shrink to Fit is unchecked (notice that you cannot see the entire picture). The right side shows that Shrink to Fit has been checked, as you can see the whole picture.

Grow to Fit: You may want the item picture to fill the Picture view area. If Grow to Fit is marked, the picture is automatically sized to fit in the Picture view, no matter how large it is. Figure 2 shows two examples of a large Picture view, with the left side representing an item picture shown when Grow to Fit is unchecked. The right side shows that Grow to Fit has been checked, as the picture fills the entire Picture view.
Note: If both Shrink to Fit and Grow to Fit are checked, the picture will shrink or grow as the Picture view is re-sized either smaller or larger.
